This new position follows his 'Director of Cricket' at Sussex since 2017 and which I understand from the Telegraph has been controversial.
There is one school of thought that having a cross flow of personnel between sports brings ideas and inspiration from one club to another . Such as the employee who could not save a leading Rugby Union club from financial impecuniary then joining the leading professional County Cricket Club in Yorkshire to help guide it from similar difficulties (hopefully, we're still waiting)
There is another school of thought that people in Key positions in a particular sport must have an understanding of what the game is about and preferably with a love of that sport. Mike Ashley is perhaps a good example . The fans of Newcastle United seem, from what I understand, not to like him partly because he was not a fan just a businessman . Many supporters at YCCC similarly seem to dislike him because he is neither a cricket lover nor a Yorkshire supporter but just 'an opportunist businessman'
I think I fall in to the category of a requirement to include an understanding and love of a particular professional sport. That does not preclude having a business brain as well, in fact that would also help a lot!

Is there a Director of recreational cricket too I wonder, and do they both sit under an overall Director of cricket, who answers to somebody in the Executive who in turn answers to somebody on the Board.

Yes, Newby . There will be a Director of Recreational Cricket . It's a lady who already is part of the ECB. For my sins, I can't remember her name and must confess that I was more interested/concerned with the Rob Andrew appointment and its impact upon Yorkshire County Cricket Club.
That's part of the trouble when I read something on-line, next time l look , it's gone like a politician's promise

To be fair to Andrew he seems to have done a decent job in stabilising the finances at Sussex. Which I suppose was his main job.

I think the previous announcement from Sussex was jumping the gun a little bit, but now it's official.
Managing director of professional cricket is a new role which takes over from the managing director of County Cricket, currently Neil Snowball. Seems to be the same job spec just about so instead of re-arranging the deckchairs they are renaming them sunchairs.
For completeness the director of recreational cricket is Leshia Hawkins, former CEO of Glamorgan.
I know DM hasn't a good word form him but at least he's from Yorkshire.

Going off at a tangent( which is my want) I remember Neil Snowball at a previous year's EGM at Headingley, the one when Yorkshire were trying to steamroller through the 'Code of Conduct', the one which said under the rules we have the power to take away your membership( and if the rules aren't strong enough) we now have the power to change them without a new vote, and then remove your membership
The EGM helped form my view of the ECB, the meeting was full of 'plants' and 'imposters' brought in by Patel to get the vote through. A union leader agreeing with the sacking of those Yorkshire employees who signed that letter "to save the club from bankruptcy" was just one example. A dual YCCC and Warks member telling Yorks members to "stop asking question and get behind the club" was another ( best Christian name mates with snowball)
Sorry , I've had my rant. My facts might not be 100% accurate but I'd rather buy digital currency than trust THE ECB with anything. Going for a lie down now.

I’ve never really warmed to Rob Andrew but he is from Yorkshire and played matches for our 2nds I believe. I did see him winning the rugby union County Championship with Yorkshire at Twickenham in 1987 versus Middlesex. I really should regard him more highly…..

Rob went to Barnard Castle school and played briefly for Middlesbrough in the NYSD league. His debut was for their 3rd team against my clubs third team, with me featuring as our spin bowler.
Andrew made 98 before our 40 something bowler got him out with a long hop that didnt get above shin height. He moved up to the 1st team at Middlesbrough the week after for some reason before then going to play at Cambridge University!

I have lots of good words about Rob Andrew as a player. He was an excellent rugby 10, the forerunner of Jonny Wilkinson in many ways: reliable, brave, great hands, low error count, good tackler, goal kicker, tactical kicker. Like Wilkinson, he also lacked flair and a yard of pace, unlike Stuart Barnes, who was the alternative 10 for England at the time. But Barnes wasn't great at some of those other things.
My contact with Andrew as a cricketer is tenuous. He played against my Manchester Schools U15 side and scored a century for Barnard Castle School, but I wasn't present at the game, which was played on a Saturday. My devotion to Manchester Boys was total - almost - but it did not include me missing a club game on a Saturday, so someone else was in charge of the team that day. On another occasion, I did take a team to Barnard Castle, umpired the game, and Underwood bowled at my end. I think it may have been younger brother Tony. Slow-medium pace, low arm. The school looked pretty bleak and austere, with not many home comforts for the inmates boys.
As an administrator, Andrew is much enamoured of the F-word, and that puts me utterly at odds with him. Franchises.
